Important United States Postal Service (USPS) Postmark Update — Don’t Wait Until the Last Minute!

PSA:  The USPS has recently updated how postmark dates are applied. Under the new rule that took effect December 24, 2025, mail may not get postmarked on the same day it is dropped off at a post office or mailbox; instead, the postmark may reflect the date it is first processed at a sorting facility.

This shift could have significant consequences if you rely on postmarks to meet deadlines — such as motor vehicle registration renewals or property tax payments. Traditionally, the postmark has served as proof of when something was mailed, but under the new guidance it may not accurately reflect when you hand it over to USPS.

*  What this means for you:

Pursuant to Iowa law, deadlines for motor vehicle and property tax payments mailed depend on the postmark date.  Avoid unnecessary penalties by submitting your payment prior to the last day.  Mailing something on the last day might not count as on time if the postmark is applied later.

*  Our strong recommendation:

Please do not wait until the last day to mail time-sensitive payments when timeliness is determined by the postmark.  Mail in advance or consider options like requesting a manual postmark at the post office, using certified mail, or online payments when available to ensure your payment or filing is clearly on time.

Pay Your Motor Vehicle Tag Renewals -You are only eligible to renew online if you received a renewal notice through the US Postal Service that contains a PIN for online renewals. If your vehicle registration is delinquent or you require proof of SR insurance, or if you have any outstanding debts, the vehicle does not qualify for online renewal. Half year license and apportioned vehicles are not eligible for online renewals.  You have 3 full months to renew your vehicles. You have the month before, the month of, and the month after your renewal month.

Property Tax - All current or delinquent property taxes can now be paid online; however, tax sale redemptions can not be paid online. You can access by owner’s name or parcel number of property (the parcel number is located on your tax statement).

DRIVERS LICENSE EX

Driver's License - Effective July 1, 2023, the Shelby County Driver's License Station will begin charging a $10.00 convenience fee for issuance of a driver's license or identification card to anyone who is not a resident of Shelby County unless the resident pays property taxes here (pursuant to Iowa Code 321M.9).  We are glad to help both our county residents and those coming from outside the county with their driver's license and identification card needs.

Our driver's license station is open by appointment.  We offer a limited amount of online appointment requests for your convenience for driver's license/identification cards.  However, for personalized scheduling to ensure the best match for your needs, we recommend calling our office directly at 712-755-5898.  The link for online appointments can be found at:

REAL ID Reminders:

  • May 7th, 2025, is the REAL ID enforcement date, meaning federal facilities will require a REAL ID or other form of ID (like a passport) to fly domestically and visit certain federal facilities.
  • May 7th is NOT a deadline to get a REAL ID. You can still get a REAL ID after May 7th.
  • If you don’t have a REAL ID, your current ID is still valid to use to drive, vote, visit the post office or purchase alcohol/tobacco.
  • If you are not flying or visiting a federal facility that requires a REAL ID until later in the year, you can wait to get your REAL ID. We strongly recommend getting it two months in advance of when you need to use it.

How will REAL ID enforcement work?

For the latest information, refer customers to the TSA and other federal facility websites.

TSA Begins REAL ID Full Enforcement on May 7 | Transportation Security Administration

  • On May 7 2025, all airline passengers 18 years and older, must present REAL ID-compliant identification or another acceptable ID, such as a passport, at TSA security checkpoints.
  • Passengers who present a state-issued identification that is not REAL ID compliant and who do not have another acceptable alternative (e.g., passport) can expect to face delays, additional screening and the possibility of not being permitted into the security checkpoint.
  • Check tsa.gov for the most up to date info.

Please be advised a surcharge of $30.00 will be assessed for any dishonored check, draft or order as prescribed in Iowa Code 554.3512
