In Office payments: Credit Cards(MasterCard, VISA, Discover) and Debit Cards are accepted for Tax and Motor Vehicle transactions when paying at the Courthouse.
Effective February 1, 2020 the Franklin County Treasurer’s Office will require customers to provide a bill of sale for ALL title transfers.
Iowa Code Section 321.13 already allows county treasurers to request a bill of sale, and many counties already follow this section. Franklin County will join other counties and require a bill of sale beginning February 1, 2020.
The bill of sale should include the seller’s name, buyer’s name, make of vehicle, year of vehicle, Vehicle Identification Number (VIN), date of sale, purchase price and signature of both the buyer and seller. This information can be hand written on a piece of paper or you can contact our office and we can get you one. See the link below for a generic bill of sale.

The Iowa State County Treasurer’s Association (ISCTA) along with the Iowa Department of Revenue (IDR) are trying to validate vehicle purchase prices, which have a direct impact on the State’s Road Use Tax Fund. The IDR is making the bill of sale a best practice for all Iowa counties in 2020, this will make all Iowa counties more consistent. The ISCTA Executive Board and county treasurers are trying to be proactive and require the bill of sale prior to it being mandated by the IDR.
