Black Hawk County will require a bill of sale for transferring vehicle titles beginning January 1, 2022.

Effective January 1, 2022, the County treasurers will require customers to provide a Bill of Sale when transferring titles to motor vehicles between private parties.  A Bill of Sale or purchase agreement is already required for vehicles purchased from a dealership.  The Bill of Sale should include: the seller's name, make of the vehicle, year of the vehicle, vehicle identification number (VIN) buyer's name, date of sale, purchase price and signature of seller.

General Information:

Discover, Mastercard, Visa and e-Check are accepted for Internet Transactions. When paying property taxes by parcel number please enter the 10 digit parcel number which appears in the bottom right corner of either payment stub. A $30.00 returned check fee will be assessed on any payments returned due to insufficient funds.

Scheduled and Recurring Property Tax Payments:

Property Tax Information

The Property Tax Division is responsible for collecting taxes for real estate property, mobile homes, utilities, bushels of grain, monies and credits, buildings on leased land, and city and county special assessments, including delinquent sewer rental and solid waste rates and charges for all tax levying and tax certifying entities of the county.

The Treasurer is also responsible for conducting the tax sale; processing tax sale redemptions; issuing tax sale deeds; processing tax suspensions; preparing plat and mobile home tax clearances; and administering the Iowa Property Tax Credit Program based on age/income.

Tax Sale

The Polk County Treasurer is responsible for the administration of the Annual Tax Sale and must offer for sale, in an open competitive bidding process (Iowa Code Chapter 446), parcels in which taxes have become delinquent. The purpose of the tax sale is to collect unpaid taxes. The Annual Tax Sale takes place in June of each year.
